The Point of Impact – Chris Bartel’s Timeline of UAP Manipulation

When it comes to peeling back the layers of the UAP (Unidentified Anomalous Phenomena) story, few voices have the unique combination of firsthand experience and historical context that Chris Bartel brings to the table. A former security officer at Skinwalker Ranch, Bartel has been increasingly vocal on social media, laying out what might be one of the most crucial — and overlooked — timelines in the entire UAP conversation.
In a recent post on Twitter/X, Bartel outlines what he believes to be the true point of impact for the modern UAP narrative — a timeline that doesn’t start with Roswell or even the Nimitz encounter, but rather with a curious visit to a Utah ranch in 2007, orchestrated by intelligence insider James Lacatski.
NIDS Disbands, the TIGER Awakes
According to Bartel, it begins with the dissolution of NIDS (National Institute for Discovery Science) in October 2004. Bigelow shut it down citing a lack of new investigations and diminishing public reports — or, in his own words during a later interview, because he “got bored.”
At the same time, however, the intelligence community was shifting gears. In 2004, the Defense Intelligence Agency (DIA) requested that the National Research Council (NRC) form a new committee to improve the analysis of anomalous data. This resulted in the TIGER team (Technology Insight – Gauge, Evaluate and Review), formally launched in 2005 to support the Defense Warning Office (DWO).
Two familiar names show up on this committee: Dr. Christopher “Kit” Green and Hal Puthoff — both long associated with fringe science, intelligence operations, and the now-declassified Project Stargate.
Lacatski’s Visit to the Ranch: A Pivotal Moment
Fast forward to 2007: DIA’s James Lacatski reads the book Hunt for the Skinwalker and requests access to Skinwalker Ranch. Lacatski uses his official DIA title — a move that gets the attention of Robert Bigelow. He visits the ranch, spends less than an hour inside the caretaker’s house (Homestead 1), and experiences something strange: “tubular bells.”
Not a UFO. Not a craft. Just... an odd event.
But somehow, that brief visit led Lacatski to return to the Pentagon and secure funding. With help from Senator Harry Reid, the now-infamous AAWSAP program is born — and funding is funneled directly to Bigelow Aerospace Advanced Space Studies (BAASS).
Chris Bartel points out a critical issue here: Lacatski never returned to the ranch. And those who lived and worked there — including Bartel himself — were never informed that Skinwalker Ranch had suddenly been labeled a “national security threat.”
Who Was Pulling the Strings?
Bartel's post raises a compelling question: Was Lacatski’s visit truly spontaneous, or was it orchestrated by figures like Puthoff and Kit Green?
Given their ties to TIGER and historical programs like Stargate, it’s not unreasonable to ask whether Lacatski’s experience — and the program that followed — were part of a larger, premeditated agenda to reignite government interest (and funding) in anomalous research.
This moment, Bartel argues, is the real origin point for the modern UAP narrative. Not Nimitz. Not Tic Tacs. Skinwalker 2007.
From Stargate to Skinwalker: A Pattern?
Bartel connects the dots further back, tying the timeline into:
- Project Stargate (ended 1995)
- Mt. Wilson Ranch (1996)
- Skinwalker Ranch (1996-present)
Each location, he suggests, plays a role in a long arc of anomalous research, run not by scientists, but by a recurring cast of intelligence insiders, operating on the margins of official disclosure.
Why It Matters
This isn’t just a historical footnote. If Bartel is right, the entire modern UAP movement — including what Congress is now investigating — may have its roots in a brief, orchestrated encounter at a haunted ranch, used to justify black-budget programs and narrative control ever since.
And that raises bigger questions:
- Is disclosure really happening?
- Or are we watching a carefully stage-managed theater?
- Who's writing the script?
- Is the whole thing about the control of funding?
